The Human Resource Management (HRM) Directorate of the Ministry has organised a Training of Trainers (ToT) workshop on the Electronic Staff Performance Appraisal Report (e-SPAR) for selected key officers, aimed at strengthening performance management practices across the Ministry.
The objective of the training was to enhance participants’ understanding of the concept of performance management, the performance management system within the Civil Service, and its importance in improving productivity, accountability, and service delivery. Participants were also guided on the need to set performance targets that are Specific, Measurable, Attainable, and Time-bound (SMART) to ensure objective assessment and effective performance tracking.
In a welcome address, the Director of Human Resource Management, Madam Deborah Djanie, noted that the Directorate had observed a number of challenges staff encountered in the use of the e-SPAR platform. She explained that the training was therefore organised to reorient staff, address the identified gaps, and equip them with the skills needed to set better performance targets and work more effectively towards achieving them.
Madam Djanie further encouraged participants to take full advantage of the training and position themselves to support other staff in their respective directorates and departments, stressing that effective use of the e-SPAR system is key to fostering a performance-driven culture within the Civil Service.
The trained officers are expected to serve as resource persons, cascading the knowledge acquired to colleagues and supporting the effective implementation of the e-SPAR system across the Ministry. The training forms part of the Ministry’s ongoing efforts to strengthen human resource capacity and enhance service delivery.
